AS POLÍTICAS PÚBLICAS PARA O SETOR FLORESTAL NO ESTADO DO PARANÁ, NA PERCEPÇÃO DA ACADEMIA, DO GOVERNO E DO SETOR PRODUTIVO

Abstract

The present study has as main objective to know the perception of the Academia, represented by the Forest Engineering professors of the Institutions of Higher Education of the State of Paraná, of the Government, represented by members of the Group of Studies on public policies for the forest sector of the State of Paraná and of the Productive Sector represented by companies affiliated to the Associação Paranaense de Empresas de Base Florestal – APRE (Paraná Association of Forest-Based Companies) on the public policies for the forest sector of the State of Paraná. The information obtained can be used as a basis for the elaboration of new public policies for this important sector in the economy of the state and/ or to correct any existing flaws - in the perception of these agents- regarding the processes of formulation, implementation, evaluation, disclosure and transparency of public policies in Paraná. It is characterized as, by its nature, an applied research; exploratory and descriptive in terms of its objectives and bibliographical by the technical procedures. For the realization of this research, aside from bibliographic reviews and the data gathering, visits to several institutions represented in this research were carried out. As a data collection instrument, a form was used in which information on the interviewees was requested in order to know their profile and a questionnaire with 25 questions of interest in which the interviewee pointed out their perception on an interval scale of 1 to 9, with 1 being the worst possible perception and 9 being therefore the best. There was also the possibility of choosing option N when the interviewee did not know, has no knowledge on or does not have information about the presented question. For the data analysis, the Shapiro Wilk, Kruskal Wallis tests and the multiple comparisons test of the least significant differences were used. The level of significance used was 5%. Significant differences were shown by the results regarding the perceptions the representatives of the Academia, Government and Productive Sector categories showed in 12 of the 25 questions. Government perceptions are better than those of the Academia and the Productive Sector. The perceptions of the Productive Sector are better than those of the Academia.
